Bulgaria summoned Russia's ambassador after an apparent drone attack on two cargo ships off its Black Sea coast left 11 sailors missing. One of the vessels sank.
Prime Minister Rumen Radev said there was not yet clear evidence pointing to a specific party. Separately, Russian strikes in Ukraine killed at least eight people, including two in a suburb of Kyiv.
